A mobile virtual network enabler (MVNE) is a corporation that offers network infrastructure and related services to a mobile virtual network operator, such as business support systems, administration, and operational support systems (MVNO). This allows MVNOs to provide services under their branding to their clients. The MVNE does not have a consumer connection; instead, it provides network enablement platforms and services.

What are MVNOs?

Mobile virtual network operators (MVNOs) specialise in the planning, development, and administration of mobile services. Common examples are SIM provisioning and configuration, customer billing, customer relationship management, and value-added service platforms. In effect, they allow an MVNO to outsource both the initial integration with the MNO and the continuous administration of commercial and technical operations. A mobile virtual network aggregator is a similar business (MVNA). MVNE is a telecom solution, whereas MVNA is a business model that incorporates wholesale airtime from an operator and traffic routing through the MVNE's switches.

Common benefits of using MVNE

Decreased upfront capital requirements for an MVNO, financing options given by MVNEs to cover start-up costs, and reduced wholesale airtime costs gained via economies of scale of hosting several MVNOs on a single MVNE platform are all advantages of employing an MVNE. Reduced operating expenditures by outsourcing management of the business and technical operations, easier launch processes, and profiting from the MVNE's past expertise as a negotiating conduit for smaller MVNOs to achieve a wholesale deal with the MNO are all potential benefits.

For some MVNOs, using an MVNE may not be the best option. There are several factors to consider while making this decision; however, some of the most important reasons for an MVNO to avoid using an MVNE include the following.

Reasons to choose MVNO over MVNE: 

  • When traveling directly to the host operator, the MVNO is large enough to achieve volume efficiency (usually several hundred thousand subscribers).
  • The brand and distribution channels are strong enough to negotiate a joint-venture or direct partnership, resulting in higher profitability.
  • Switches, international capacity, fixed infrastructure, and billing systems are among the current telecom infrastructure available to the MVNO.

An MVNE can include an MVNO as a corporate client in its billing system as long as the MVNO offers post-paid services and can consist of all of the goods and services provided by the MVNO. Invoices can be created, and collections followed up on at the end of each month, or commonly every two weeks.
