Employers must register their employees through the official health insurance system and process the issuance of health insurance cards at designated centers, a step required before the Ministry of Interior will stamp the residency.To legally employ or sponsor foreign workers in Kuwait, securing approved health insurance is mandatory. The executive regulations of Law No. 1/1999, effective December 2025, strictly link the issuance and renewal of work permits and residency to proof of health coverage.
